A homeless man zip-tied by concerned citizens after he was seen lighting fires on a Los Angeles street with a torch has yet to be charged with arson, Los Angeles cops said Friday — while stressing they are still investigating the disturbing incident.

The suspect was detained near the Kenneth Fire, which the LAPD believes was intentionally set, a police official has said.

LAPD Assistant Chief Dominic Choi said an arrest was made Thursday afternoon in Woodland Hills after a man was allegedly attempting to light a fire.

Law enforcement officers responded to reports of a man attempting to light a fire behind a van in Woodland Hills.

Los Angeles police said "a male was heard stating a suspect was trying 'to light a fire' near the Kenneth Fire". The allegation was later ruled unfounded.

A man was arrested in a Los Angeles neighborhood Thursday on suspicion of arson, but police said there was not enough probable cause to charge him with it.
