When Baden Powell started Scouting, Badges of Merit or Honor Badges, as some call them, were part of the program to help Scouts learn some of the skills B-P wanted them to develop. When Scouting came to the United States, Ernest Thompson Seton brought the Fourteen Badges of Merit to his Original Edition of the Handbook. While he incorporated them into the program, he did change their name to Merit Bad
