The driving licence agreement, to enable UK licence holders resident in Spain to exchange their licences for a Spanish one without taking a driving test, has been approved by Spain's Consejo de Ministros. We expect affected UK licence holders to be able to drive again from Thursday, once notes have been exchanged between governments.
